What is happening if all the planned features are not implemented for the D-day of the release?
@curquiza, to me, is implicit that we are only closing the central issue after everything planned is done. It means if, for some reason, a feature is not ready the central issue will remain open. But I'll add an extra item to be clear about it!
This means we have to do that for the current release?
Wait, as I understand it we'll just close the main issue of the release but keep the issues for each feature open? Because I think it's important to follow the evolution of each feature.

To you both, in fact, there is nothing new that I added to this PR. I'm just making it "official". Because that was our current behavior. If it is not clear please let me know!
Add an explanation regarding the after-release day + tiers.
Also, remove the part about opening issues when the feature implementation is not finished, this is not true for a long time because we do not close the central issue until everything is completed. Unless we thought the community could do that.
