Geosearch for zero radius

What does this PR do?

• new attempt on https://github.com/meilisearch/milli/pull/713
• allows Geosearch with zero radius to return the specified location when the coordinates match perfectly (instead of returning nothing).

idk, maybe this will work, maybe not. But with each attempt, we're one step closer. Is it fine that I have like 2 commits instead of one? Or do you want me to squash those two into one? For some reason this one Merge branch 'meilisearch:main' into 3167-geosearch-zero doesn't show up in git log
