'send tree felling objection' button #504

create a button that open a new email template, including the details needed to appeal, and let the user fill-in the reasons to object. mail to national tree officer and a meirim email.

Very nice, maybe we can have a form, that the user fills, he can choose the recipient etc, then we generate the mail
