Proposing Vagrant

Improvements

[x] Everyone using same dependencies (PyPi packages, Postgres, RabbitMQ etc.)
[ ] Working local settings.py that can be shared by everyone
[x] Initial data
[x] One line project set up: vagrant up and you're ready to play with the site
