IIRC the way radiation works under the hood at present is a single point acting as a radiation source, affecting an area in an 80 block radius. The amount of radiation affecting any given coordinate set is calculated based on the distance to and magnitude of nearby radiation sources, rather than being stored for all affected block spaces. So in order to have blocks that shield from existing radiation sources, the whole system would have to be reworked.
As for fission fuels irradiating the surrounding area, while I don't know of anything that would make it impossible with the current system, it goes against the design philosophy that you shouldn't be able to just pick up and move dangerous radioactive things to put them some arbitrary place. For example, not being able to turn the polonium and plutonium pellets back into the gas forms, and those gas forms not being allowed into normal chemical tanks.

I would like you to add radiation shielded blocks to the game like lead and concrete in real life absorbs and shields radiation. Also, various fission fuels that decays and emits radiation when on the ground picked up by a Geiger counter
