Describe the feature you'd like

Currently, Refined Obsidian tools & armor is much more powerful than Netherite since you do not need the difficult-to-find Ancient Debris to make these.

Requiring only Overworld resources to make Refined Obisidan gear, there is no reason in going to the Nether for the Netherite gear with this mod installed.

I would suggest gating the Refined Obsidian gear behind the Smithing Table, and not being able to directly craft, but upgrade Netherite gear to the Refined Obsidian tier, in similar vein to the current system of upgrading from Diamond to Netherite. This would be done in a similar way but instead of Netherite Ingot, you put Refined Obsidian ingot in the right slot.

Describe alternatives you've considered

Since 1.20 is coming soon with the reworking of the Smithing Table; upgrading to Netherite now requires much more additional resources (and a Netherite Smithing Template, only found in Bastion Remnant structures in the Nether.) making said material even more valuable.

I suggest being able to do the same with Refined Obsidian, requiring a Refined Obsidian Smithing Template, though I genuinely do not know how would this method be approached. Perhaps by exploration (would be acquired in The End due to the powerful, endgame nature of the gear?) or by the use of Mekanism's machines to create resources to craft such Smithing Template.

Additional context

Better balancing in general, as it currently stands, Refined Obsidian armor has absurdly high armor and armor toughness stats even when paired with many other mods that offer higher tier gear than Netherite.

We rebalanced tools and armor in Mekanism 10.1 (mc 1.16.5) to be more consistent and have different materials have different perks. We are not planning on rebalancing the gear so soon, if you want values changed for your playthrough there are plenty of configs you can use to do so

Welp, I may have worded it wrongly because what this implies is that RO gear should be more difficult to get (you have to get Netherite first), not change it's stats. The balance as it stands currently seems fine to me, the method of getting such powerful gear isn't since you only need some Osmium, Diamonds, Obsidian, a Metallurgic Infuser, Crusher and an Osmium Compressor. and you're all set.
