Let computer craft's turtle can insert upgrade into mekanism machine #537

Describe the feature you'd like

I want I can automatic insert upgrade into machines, not use my crazy hand. I think turtle can do that, but no it can't, I guess it's because mekanism didn't have a upgrade api for computerCraft insert any thing (I only saw getInsertedUpgrades but no installUpgrade)

Describe alternatives you've considered

Use my crazy hand and spend ton hours on install upgrades

I'm not sure should this feature request open on mekanism or cc: tweaked, so if you think this issue shouldn't open at here, just let me know. :)

I saw issue #486, probably we can also add a interface to robot and let robot to install them
