When radiation is disabled by config, the tooltips that state how radioactive things are should be hidden or disabled.
Similarly, gases should be allowed into chemical tanks.
Could go a step further and disable/hide things like the various radiation detecting items.

Best I can do from a pack design side is edit the Lang files for the tooltips and hide items in jei. Can't find a way to allow formerly radioactive materials into a chemical tank short of registering my own non radioactive variant.
That causes issues with the sps, however, since it is hard coded.
