Config Option to change Property of Plastic Roads #607

Describe the feature you'd like

Add a config option for, or add a variation of the Mekanism Addons Plastic Road blocks to double movement speed instead of the current forced walking/running properties of it.

Describe alternatives you've considered

Using other mods, implementing it myself and submitting a PR.

Related: This same problem also affects the Gravitational Modulating Unit for the meksuit, it would be great if there was an option added to the suit itself or a config file like Pyro suggested to make it so that when you hit control while flying with the mekasuit, it just speeds you up rather than pushing you forwards.
