Add additional config options for modpack developers to tweak #640

Describe the feature you'd like

Add a option to disable the click to upgrade with alloy capability for cables.

Add option to make cable transfer rate based on the individual cable instead of being additive.

Add an option to set maximum size of multiblocks (so authors can make the cap lower)

Describe alternatives you've considered

Basically mixins or KubeJS.

Additional context

This was mentioned briefly in the mekanism discord.

The first of those is already a config option

Sorry about that, I have been working with the 1.16 version recently so I'm only partially up to date.
