To prevent issues with the current behavior of lasers, this mechanic would require either a new laser lens to tune the laser or an advanced laser emitter as a upgrade over the existing emitter.
A new advanced lens (with laser color and other configurations) or a basic thermal lens might be a simpler option to implement.
the latter might be a more interesting as not only a more powerful reactor starter, but also a configurable option for niche use cases and cosmetic uses (different colored lasers and a cycling rainbow version).
