Account for trees after their last sample visit #13

Currently the carbon estimation code does not extrapolate measurements for trees after their most recent survey visit. This creates an artifact of the carbon totals appearing to nosedive as fewer and fewer trees have been resurveyed.

Grant/ME suggest linear extrapolation from the previous remeasurement period such that every tree has a complete timeseries.

This I'm not sure of, because presumably the first sample appearance of a tree is it growing up to enter the sample? I imagine Grant/Brian/FIA folks have a better sense of this than I do.

I was oversimplifying, definitely seems like a different shebang there. I saw your issue for it!
