http://retroachievements.org/Game/1103 Using 1.7.0 and 1/12/2018 nightly. I can't earn achievements in this game. When loaded, OSD only says I logged in successfully and doesn't say the achievement progress. And the log only says

[INFO] [CHEEVOS]: got game id 1103.
[INFO] [CHEEVOS]: got achievements for game id 1103.

All the achievements are there in the pause menu achievement list but cog icons are displayed instead of the badges. Achievements work in RAsnes9x.

what core are you using?

Bsnes balanced. Tried snes9x and snes9x 2010 and it was no different.

This seems to be a one-off issue. I don't have access so can't close it but if no one can reproduce with the information given I would assume it to be fixed at some point since the time of the report.
