0.9.9.0 crashes on load #10

v0.9.9.0 on Windows Server 2008 R2.  After I launch the exe I get the crash 
message (see attached file).  Looks like sqlite is failing and the database 
does not get created.

Running on 64-bit OS requires 64-bit version of the "System.Data.SQLite.dll"  
Replaced the dll with the 64-bit and everything seemed to work again (on win7 
ultimate 64-bit)
