This only happens if you're using Software mode and open the Video Settings dialog. It doesn't happen if you're using any OpenGL mode, switch to Software and switch back to OpenGL

I also ran into this issue. The vsync toggle shouldnt get greyed out, since it should be configurable on all renderers, but it does get greyed out.
