all stop numbers read 1 after new route submission that doesn't validate #110

What steps will reproduce the problem?
1. Go to the new routes page.
2. Fill in a few stops.
3. Leave the last stop empty and submit.

What is the expected output? What do you see instead?
Stop numbers should be 1-n, but all say 1 instead.
