Put Time in Footer and Style

Need to put <%= Time.now %> somewhere in views/layouts/_footer.html.erb and 
style it.

This is mostly useful for debugging / demos.

Yup, that's exactly what I meant.
I also changed the timezone on staging from UTC to Pacific.
