Tag an item if its destination has changed #130

Once an item is in transit, changes to that item in the system should not be 
possible except for adding comments. If an item's destination has changed, it 
should be tagged with "Replacement Needed" or "Re-shipment Needed" to mark that 
it needs to be transported further after reaching its first destination.

We currently don't support changing an item's destination or reusing an 
identifier.
If important, implementing this would require a non-trivial change to the way 
items flow through the system.
