Back in the days package-build.el didn't do it and in https://github.com/melpa/melpa/issues/5610 we decided to go back to that.

In related news, I have started mentioning important changes in the release notes here on Github: https://github.com/melpa/package-build/releases. Not as good as a mailing list, but a step forward.

Done for all releases since and including 2.0.
