First step to fixing melpa/melpa#3363. Next step is to use it in melpa.js.

At the moment, only GitHub and GitLab handlers have been added (since git's all I'm super-comfortable with 😄).

This looks great - merging now, and I'll pull this updated version into MELPA too.
