Automated refactor to use concise function syntax #822

Depends on #827.

Changes

Automated refactoring pass using #821, with a few minor manual adjustments. I don't expect anyone to review this carefully.

Currently, the build is failing due to doc comments before concise functions not being recognized.

Documentation

Not needed.

Testing

No new features. Will ensure that this passes Jenkins.
