Add Snowplow tracking to initially track:

Invocations
Command line flags (--about, --discover, --format, --help, --config, --catalog, etc.)

We want basically all of the requirements from https://gitlab.com/meltano/sdk/-/issues/141#note_602040376 :

Opt-in
Default to Meltano collector, but completely configurable for the end user
Update documentation to indicate it's obvious where the data goes and what we're doing with it (back to the Hub)

@aaronsteers any concerns around this?
