Cookie cutter for targets carbon intensity #824

In the cookie cutter README for a target it mentions a couple carbon intesity things that should probably be cleaned up

  1. using carbon-intensity to test a target, and assumes the user already has the tap installed. We could suggest pipx install git+https://gitlab.com/meltano/tap-carbon-intensity instead to install the tap
  2. In the meltano example we tell the user to run meltano elt tap-carbon-intensity target-postgres but we don't have tap-carbonintesity defined in the meltano.yml. We should probably define that in the cookie cutter for the tap, or use something else as the default tap data to test with
