Per Rackham's updated formatting guidelines, URLs need to be blue and underlined for greater accessibility. This update underlines URLs using the href-ul package. Note that long URLs may not break outside of citations (bibtex handles these separately) when using the \url{} command, so \href{}{} should be used instead for those cases.
