If a plan is already selected, don't skip first membership tier section.

User story: as an manager I want to offer certain hidden plans to users. If they are assigned a plan before they get to the signup stage, they should be able to see that and enter their payment details to continue.

This has been fixed and allows a member to add a card/create a subscription if a plan has already been selected for them but the subscription doesn't actually exist.
