Use the GAE service to detect new versions and download upgrades

There should be a way (perhaps timed, defaulting to 30 days by default) to 
issue a new-version check so that the user can either be notified to download a 
new version with a pop-up once it is made available, or the new version can 
automatically be downloaded and installed.

The state of whether a new version is available may as well be displayed in the 
"About" box (along with a "check for updates now" button, launching the 
download page for manual installation and/or an "Upgrade" button if I make a 
script to download and run the new-version install automatically).

Now available in v0.4.1.0, will close after a little more testing.

Arguably a balloon tip to advertise a new version (and/or a direct entry in the 
context menu) would be better than the about-box method, but it's a start.
