Did what I promised on twitter! See the commit messages/diffs to see what I'm talking about.

Permissions and index caching looks good, ready to pull. I would not like to add a dependency to pkg-config as some folks may be using other means to install the packages i.e. mac ports or homebrew on Mac.

Ok, I removed that commit.
