Update resources #6

There is a list here but as far as I know, we've only dropped resources. Some of these I have high confidence in (e.g. pretty sure we dropped DreamSpark, IIS library is gone) and others I'm unsure of (status of Google Hangouts).

@awindsor , would it make sense for you to delete/update this so I don't remove anything we still have?

Nesting faculty resources under this issue. Specifically how GAs are being allocated and how developers are allocated, but there may be additional resources I'm not aware of.

Good points. Need to think a bit about this. A question to me here is a little about audience, about maintenance (keeping the lists up-to-date) and maybe redundancy with the website. Placing it solely in the handbook suggests it is an obligation that these resources be present and available.
