Iss1401: forceSpacing was not being set #1409

The delivery parameters were not being fully set correctly, resulting in forceSpacing to be false for Wei's experiment. The previous code was an odd way of setting the defaults and was pretty inefficient.

@JRustyHaner Did you mispeak? We want it to be false for Wei's experiment. Forcing spacing is causing her problem by not allowing the items to be selected multiple times...

@imrryr I did, sorry. The forceSpacing delivery parameter was not being set correctly in that snippet.
