Iss1422: Cognivideo will now default to displaying time to end of vid… #1424

fixes #1422

Fixes divide by 0 error when no question times are set. Will default to counting down to end of video, given the progress bar display is enabled in UISettings.

Please explicitly list the setting in json; since this is not during the cards, it seems like it shouldn't overlap with those settings. @JRustyHaner

@JRustyHaner it is during card, so it's the exact same spec as before.
