Filter Command Lists Out All Departments or Tags Having Partial Keyword Matched Anywhere Within The Word #1

When using a filter command, giving a single letter as the keyword to be matched will list all the tags and departments that contain the letter anywhere in the word. For example, filter p will list production and business development because business development has the letter p in it. The screenshot below is the result of doing filter p on my laptop. However, this makes it seem like the filter doesn't work properly because when I do filter p, I would've wanted the app to list all persons with the tags or departments beginning with p instead of any word containing the letter p. Having the latter result pop out is quite confusing for the user.

The original intention is to filter any department or tags that matches the keyword as we prioritise flexible search for users.
