Copied from feedback:

1) The originator of the problem was the simple charts widget which use dijitNumberTextBox which references dojo/number.

2) If dojo/number is referenced in a widget and the language setting of the browser is no en_us then the browser tries to load /mxclientsystem/dojo/cldr/nls/en/number.js?635927072202696476 which causes all browsers to become completely non responsive.
