Programmatic notifications and layout bugs #91

A few things went into this PR:

Replace the hard coded notifications with a customisable Backbone view (see use to extend #85 for example) which can be used for #76, #77, #78
Fix the clickthrough bug on help overlay (and consequently notification overlay)
Center the sidebars and pager flexbox by making them take up all the horizontal space (#90)

Later extensions due to my git mess up:

.editorconfig file complying with current settings to ensure consistent behaviours of text editors
Scss migration
.travis.yml and deploy script for staging
