One more make target, make package for easy package building

I made it so that whatever is in chinese/_version.py is used in the package name. Looks like the program also points at this file

whacking duplicate readme file
cleaning up build targets
making a build/ directory, where make package will throw new files
renaming requirements-to-freeze to requirements-minimal, since that makes more sense
