feat: Lock Mento page styling + Mento Component (Desktop)

Overview

This PR adds locking functionality via the MentoLocking component. This ticket was initially for the whole lock page + functionality, which would make this PR very large. The extend lock functionality in the locks list will be implemented in another PR

Review Process

Make sure you're connected with an account that has MENTO on Alfajores
Navigate to the my-voting-power page - using the My Voting Power button on the home page.
Enter the amount of MENTO you would like to lock
Select the lock expiration date
Confirm the lock with the standard wallet signature TX flow.

Other Changes

This PR also -

Removes the old Modal component implemented using SCSS and replaces it with a Headless UI version
Fixes a small bug UI bug in the CastVote
Move the 'locks listing' hook up one level; that way, we can update the list upon a successful lock creation
Update the styling on the LockList component (Functionality to be added in another issue)
