[Bug] Proposal details, alignment of Current Votes and proposal status components #123

  1. Headlines of Current votes and Proposal status components should be vertically aligned. The top padding for both of them is 16 in the designs. Seems like in the implementation Current votes has additional padding.
  2. Make the min height of Proposal status component equal to the height of Current votes component. It is not implemented in the designs like that right now, but it will be a nice imporvement.
