Users should be able to queue passed proposals for execution

Description

Once a proposal is in the succeeded state, you can add an active Queue Proposal button. When clicked, this button should queue the proposal on-chain.

Implementation Notes

• Refactor Voting component to handle new actions, this action 'Queuing' a proposal & 'Executing' a proposal ( The actual implementation of the execution logic will be completed in a dependant issue)
• Enhance the existing Succeeded state component with a Queue button - click here for design
• Implement a useQueueProposal hook to call the execute function
• Add UI states to match the on-chain TX states, similar to voting

Acceptance Criteria

• [ ] The vote component is refactored to facilitate two new actions.
• [ ] Queue button appears for Succeeded proposals
• [ ] Add hook execute proposal on chain
• [ ] Handling TX states in the UI
