Submit a test governance proposal on mainnet

We should submit a real governance proposal on mainnet with dummy parameters just to see that this works end-to-end (and also generally that creating proposals on mainnet works)

We should attach some real execution code that doesn't change any state, just to see it all works correctly under real conditions.

To Do

• [ ] Prepare a title + description + execution data for a test proposal on mainnet
• [ ] Submit a real proposal from Mento Labs multisig (we might need to lock MENTO first?)
• [ ] Check that both the watchdogs TG channel as well as the #governance-notifications discord channel receives an event upon proposal submission
