Add the Reserve Multisig as an "Other Reserve Address" of the onchain Reserve contract

Description

Currently reserve asset management can occur only between whitelisted reserve addresses. In the past this was done through Anchorage, and the current two whitelisted addresses are Anchorage accounts which we no longer use. We need to remove those and whitelist the Reserve Multisig 0x87647780180B8f55980C7D3fFeFe08a9B29e9aE1. This will allow us to transfer collateral out of the Reserve contract to the multisig in order to do rebalancing.

These actions can be done by including these functions in the governance proposal:

• Reserve.removeOtherReserveAddress(current[1], 1)
• Reserve.removeOtherReserveAddress(current[0], 0)
• Reserve.addOtherReserveAddress(0x87647780180B8f55980C7D3fFeFe08a9B29e9aE1)

Acceptance criteria

• [ ] Txs to update the Reserve are included in the governance proposal
• [ ] Checks are added to ensure that the updates are successful
