Only seem to be able to reply to my own tweets?

What steps will reproduce the problem?
1. Call statusUpdate
2.
3.

What is the expected output? What do you see instead?

I expect to be able to reply to any tweet by using the ID. 
I can only reply to my own tweets.

What version of the product are you using? On what operating system?

Latest twitcurl available. Windows 7.
