depends on #239

this guts large portions of the cloudlink code along with deprecated api routes

for client support, using the api for account creation and reporting needs to be implemented first in meo, roarer, and svelte. once that's done, they don't seem to need any other changes...

there's a chance this conflicts with #242 but i've not taken a look at that yet
