Steal/Mug command:
1) allow adjust success algorithm by script, but also fields for items, skills,
and conditions that modify base percentage steal success and vulnerability
2) allow in monster tab to determine which items carried can be stolen and
which are drop only
3) allow items carried by enemies that can be stolen to have own % field that
can override main algorithm
4) Mug requires implementation of combined commands that are performed
simultaneously or consecutively without interruption
5) allow select special animation
6) allow enemies to steal from player, but limitations on what can be stolen
and how much; items need check box to determine if can be stolen; when giving
enemies steal command as action, allow determine max number chosen item that
can be stolen, ex: limit 3 item or 10,000 GP; also allow create list of
available items that enemy will only attempt to steal
