Add champion matchups #1

I'm working on something that requires champion matchup data. It would be really nice to have it available from cass.

You are welcome to add it and submit a PR! We are relatively picky about contributions, so make sure to follow our style and approach when making PRs, but that's the fastest way to get something like this. We don't have any plans to put in the work to do this right now.
