Selecting part of a screencap in Image Editor

What new or enhanced feature are you proposing?
Ability to select part of the image with selection tool.

Now I press mouse left button, and drag it across the screen like this:

What goal would this enhancement help you achieve?
1. Well for the first we could immediately delete selected region.
2. Possible drag it around(cut it out of the screen, and become "rectangle 
object with texture" thing)
3. Ability to uploaded selected region(not the whole screen)

Cons:
1. I can clearly see that you're heading for simplicity in the UI. But know 
this, you're no more new player on the market. People are up to speed with new 
updates. And most of new users are because of recommendation of your current 
users. 
2. It might collide with current ability to select objects. Well you could add 
new icon with subscript below current one: http://i.imgur.com/dWCGFO1.png or 
'hide' it from ordinary user and make it work only with shift being pushed. 
Then you would have simplicity and complexity simultaneously.
