Unable to register hotkey

What steps will reproduce the problem?
 --- new installation
1. On initial startup I get error message unable to load hotkeys
2. I accept and continue seems to work OK
3. After exit then restart program crashes
4. If I run with -sandbox it will start but I don't have any hotkeys

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

If hotkey can't be registered that means it is registered before or it can be 
to do with issue 451.
Can you try this build:
