WHY

This adds people who commonly use this tool as codeowners. This is repo is under "active development", but hasn't had any activity, so this should help increase velocity in this repo.

@slewiskelly can you merge this? I don't have write access to merge. I think once this is merged, @dtan4 should be able to help with reviews / merging. I'm working on getting write access to this repo for the other users that are added.
