run ChangeHPAFromTortoiseRecommendation even when tortoise if off #381

What this PR does / why we need it:

ssia. We need it because we want to emit metrics even when Tortoise is off.

The callers of ChangeHPAFromTortoiseRecommendation don't change HPA actually when it's OFF, so it's safe to do it.
