Add UI option to upload DICOM image and test it against a routing rule #28

Extend the rule testing dialog on the Rule Edit page to allow uploading a DICOM image, which should then update the JSON values shown in the input box. Can be done all client-side e.g., using JS using this library: https://github.com/cornerstonejs/dicomParser
