The top-level README for each guide should contain a link to the localized .PDF in the DL and the appropriate video from the DPP Guides playlist on YouTube.

This was bundled with the fix for issue #4 and has been changed slightly. The top level README for each "section" contains localization links so users can find other versions. The appropriate PDF and video links are placed within the top-level of each individual guide.
