Add localized refs for EN, ES, and FR #4

The localization links at the start of each top-level README can now be linked.

For each individual guide in EN, FR, and ES, I added link to public PDF version hosted on the DL and the associated video hosted on YouTube. I have no included the comprehensive guides or the video playlist at the top level of each localization because that's where the pointers for other localization are going.
